Financial assistance to non-pensioner ESM and widow for treatment

From April 01, 2008, all the pensioners of the Armed Forces are provided medical cover by ECHS, but many times it happens that a soldier from the Armed Forces is dismissed from service without pension or he himself ends 15 years of service. If he takes discharge before then he does not get ECHS facility in that situation. Nowadays medical expenses have increased a lot, so it is very difficult for non-pensioners to get treatment for serious diseases like cancer, kidney disease and heart disease etc. That's why KSB has started this scheme for such non-pensioner defense person.

Purpose of Scheme 

The objective of this scheme is to provide financial assistance to all ranks of non-pensioner ex-servicemen/widowers for treatment of serious diseases.

How much financial help do you get?

Financial assistance is available only for those diseases which are approved by the Defense Ministry. Non-pensioner ex-servicemen/widow of all ranks are given a maximum of Rs 125000 (one time only) as assistance for the treatment of serious diseases. For cancer and dialysis, maximum Rs 75000 will be available every year or :-

  • If a non-pensioner is an officer/widow, 75% of the total cost of treatment, hospitalization and medicine will be available.
  • If the non-pensioner is JCO/OR/widow then 90% of the total cost of treatment, hospitalization and medicine will be available.

Eligibility Conditions:-

  • The applicant should be a non-pensioner ex-serviceman/widow.
  • Applicant should not be a member of ECHS.
  • Must be approved by the Zila Sainik Board.
  • The treatment should be in a government approved hospital and the cost of treatment should also be the same as the hospital under ECHS.

The application has a prescribed format, along with a copy of the following documents, it has to be submitted and attested by the District Sainik Welfare Officer:-

  • Complete discharge book / as many documents as possible.
  • Photocopy of the identity card of the ESM/widow.
  • Original medical bill counter signed by the doctor who has treated.
  • Admission and discharge slip/report counter signed by the hospital authority.
  • A certificate from the applicant certifying that the applicant has not taken any financial help or any claim for the treatment from any other agency or anywhere.
  • Bank account number (PNB/SBI only) and IFSC code.

List of serious diseases:-

  • Angiography & Angioplasty (Heart Disease)
  • Dialysis (kidney disease)
  • Open heart surgery
  • Valve replacement (heart disease)
  • Pacemaker implant (heart disease)
  • Cerebral stroke
  • Joint replacement.
  • Renal failure (kidney failure)
  • Cancer
  • Prostate surgery

Note: - If an ex-serviceman/widow has a disease which is not mentioned above or is not approved by the government, then approval has to be taken from DGAFMS for financial assistance for its treatment.

The application has to be submitted to the Zilla Sainik Board. The District Sainik Welfare Officer checks the application and if the application and documents are correct then sends them directly to the Kendriya Sainik Board.

As soon as the application is received in Kendriya Sainik Board it is sent to the Welfare Section. There, the clerk re-checks that application and if the application, documents are correct then puts them up to the Joint Director (Welfare) for signing. All the applications received in 1  months are put together for the approval of the Secretary, Kendriya Sainik Board / Competent Authority. After getting the approval, the welfare section sends the application to the account section for payment and the account section transfers the amount to the specified account.
