About 50,000 Defense Persons retire every year from the Indian Army, which has come down drastically at the time of Kovid. The age of retiring defense personnel ranges from 35 years to 45 years and at this time they are in dire need of jobs. The Defense Person does not have any problem after retirement, so the Government of India runs a lot of welfare schemes for ESM. In this post we will talk about the ESM benefit which the defense person gets after retiring.
When the defense person retires, his and the dependent's ECHS card is made. Through the ECHS (Exservicemen Contributory Health Scheme) facility, ESM can get himself and his family treated in Military Hospital, ECHS Polyclinic and ECHS Empanelled Hospital for free. For this, they have to deposit a contribution fee at the time of retirement. The facility of ECHS is a huge benefit to ESM.
Like Serving Soldier, ESMs also get the facility of CSD canteen throughout their life. One can buy groceries up to Rs.8000 (5500+2500) per month from CSD canteen. Apart from this, up to 4 bottles of liquor can also be purchased per month from the CSD canteen. In CSD canteen, household items are available much cheaper than in the market. Apart from this, you can also buy two wheeler and car from CSD canteen but there are some conditions to buy two wheeler and car which are mandatory to fulfill.
Whenever we talk about ESM benefit, it becomes very important to mention pension. Defense force is the only job in government jobs in which pension is available after retirement. ESM pension depends on rank and service. After the death of ESM, his wife also gets family pension. Apart from this, the ESM ineligible during the fight also get disability pension along with service pension. But after Agneepath scheme, only 25% of the Soldier will be eligible for pension who will join the service as Permanent Soldier after 4 years of service. After this scheme, the minimum service for pension has also become 19 years, in which first 4 years will have to be done as Agniveer and 15 years as Permanent Soldier.
Whenever a soldier retires from the Indian Army, his age is between 35 years and 45 years and at that time he is in dire need of a job. Keeping this in mind, the central government gives some percentage of reservation in jobs to the soldiers who have retired from the army so that the ESM does not remain unemployed. Welfare scheme for ESM is run by Kendriya Sainik Board. All retired defense personnel take advantage of the above-mentioned ESM benefits, but due to lack of information, not all ESMs are able to take advantage of the welfare scheme. Some of the important benefit schemes are given below.
This scheme by the Kendriya Sainik Board is only up to the rank of Havildar and Navy and Air Force, in which ESM is provided an amount of Rs 50,000 for the marriage of his girl. Under this scheme, ESM can get the amount for the marriage of only two girls. This amount can be availed only by those ESM whose girl child has been married after 1st April 2016. Certain conditions have to be fulfilled for this scheme.
This scheme is also only for Retired Defense Person up to the rank of Havildar, Petty Officer and Sergeant, in which ESM can claim 1000/month/Child Children Education Allowance for their two children. Retired Defense Person can claim CEA from class 1 to 12 only. The documents and applications required to claim the Children Education Allowance are sent by the Zilla Sainik Board to the Kendriya Sainik Board after the academic session is over.
Every year about 20 seats (in MBBS) and 1-3 seats (in BDS) in MBBS and BDS are reserved by the Kendriya Sainik Board for the family and wards of defense personnel. However, not all ESM children are able to take reservation on these seats because these seats are allotted on the basis of priority. The priority list is given in the photo below, on the basis of which these seats are allotted.
Apart from this, ESM dependent gets the benefit of two seats in 6 IITs. In each IIT, two seats in the military and paramilitary force personnel who have died in battle or are permanently disabled, their dependents get the benefit. In these seats, they get the stream of their choice, but for this, it is mandatory for them to pass JEE (Joint Entrance Exam).
Almost all private air travel companies give 50% concession in base fare to retired defense person and his dependents. Whereas Gallantry Award winning soldiers get 75% discount on air travel. Gallantry Award Winner Defense Person is absolutely free to travel with a co-passenger in AC I and AC II class of Indian Railways and get 75% discount in AC II for War Widow.
Sainik guest houses were built for ESM in almost every city of the country. Whenever a retired defense person goes to another city for some work or goes to the military hospital for treatment, he can book a room in the military guest house and stay there. Like Serving Soldier, ESM also gets the benefits of Defense Salary Package Account, so all the retired pensioners who have not converted their pension account to DSP account, then they should convert their account soon. ESM does not get the facility of express loan, overdraft and insurance in DSP account.
The Directorate General of Settlement provides the facility of settlement in civil to the retiring defense personnel. DGR conducts pre-retirement resettlement courses, registers security agency licensed ESMs, provides contracts for security guards, offers jobs to ESMs in government and private institutions, helps in allotment of mother dairy milk and veg booths.
Many organizations have been set up by the Indian government for ESM such as ECHS, Kendriya Sainik Board, Directorate General of Resettlement, Department of Ex-Servicemen Welfare etc. These organizations run many welfare schemes for ex-servicemen, but due to lack of information, ESM is not able to use these schemes.
